Cinthya Janeth Rodriguez is believed to be hanging with her accomplice and brother-in-law, Arturo Montes De Oca who is also a most wanted FBI fugitive. Both are considered armed and dangerous. On April 23, 2008, a state arrest warrant was issued in Riverside County, California, after Rodriguez was charged with kidnapping and murder. Later on April 28, 2008, Rodriguez was charged federally with unlawful flight to avoid prosecution, and a federal arrest warrant was issued by the United States District Court, Central District of California. Cinthya Janeth Rodriguez AKA Cinthya Castetellanos It is believed that on March 14, 2008, Orlando Duarte left work and returned to his crib, which he shared with Rodriguez in Corona, California. It is further alleged that Duarte was abducted from his crib by Cinthya Janeth Rodriguez, her brother-in-law, Arturo Montes De Oca, and Oscar Ortiz Martinez, another lover of Rodriguez. All three are Mexican nationals that were living in the United States illegally. On March 15, 2008, Orlando Duarte's Mercedes was discovered with blood stains in the rear passenger seat and blood splatter around the interior and exterior of the man's ride. Also, Duarte's family received a call from Orlando saying he was held captive in Mexico, and asked his brother to pay whatever ransom was necessary for his release. However, unable to meet the $2 million dollar demand, Duarte's family alerted law enforcement, who then began monitoring further calls from the abductors. On the second call from the abductors, they stated they knew the family had gone to the police. After two days, the kidnappers were willing to settle for a $1 million ransom, including gold or jewelry, which was to be brought to Mexico. Unfortunately, Duarte's family was not allowed to have any further conversation with Orlando. On March 19, 2008, an anonymous cell phone call led Corona police detectives to De Oca's home on Atwood Avenue in Moreno Valley, CA. Within approximately 15 yards of the crib, Duarte's dead body was found, bound with duct tape and an electrical extension cord, covered with pine needles in a 5-foot-deep grave. Furthermore, the FBI learned that De Oca and Rodriguez had moved out of the home the night before, and that a friend had driven the two suspects to Tijuana, Mexico, during the week of the abduction and murder. Arturo Montes De Oca AKA Nacho A month later, Corona police arrested Oscar Ortiz Martinez, for his alleged involvement with the kidnapping and murder of Duarte. According to an affidavit supporting the arrest warrant, Martinez was engaged in sexual relations (banging) with Cinthya Janeth Rodriguez. Additionally, FBI Special Agent Mark Enyeart stated Rodriguez told Martinez that Duarte was jealous that she was having multiple affairs and exchanging sexual favors for cash. Currently, Martinez is awaiting trial in Riverside, California. Coincidence? According to testimony gave at Oscar Ortiz Martinez preliminary hearing for his involvement in Duarte's kidnapping and murder. Approximately five days before Duarte's body was discovered, Rodriguez asked a friend to rent a moving truck. Rodriguez's niece, Joveta Castellanos, testified that De Oca stated he brought the rental truck to his Moreno Valley crib because he was moving to Santa Ana, CA. Additional testimony stated that when questioned, Martinez said Rodriguez called him and said, "It's done." She said she had hired two thugs to beat up Duarte and stuff him in the trunk of his Mercedes. Sadly, it is not an uncommon scenario in organized extortion / kidnapping / ransom cases for a female criminal to first get close to their intended victim in order to determine whether he or she is wealthy enough to pay a ransom. Other reasons for this type of woman criminal to hook-up with potential victims include extracting secrets that could be used for extortion at a later time. Although, this may not be the circumstance surrounding Orlando Duarte abduction and murder, it is certainly a plausible theory. Of course our hearts go out to the Duarte family and sincerely regret their loss. In conclusion, anyone with information that could lead to the arrest of these two most wanted FBI fugitives, Cinthya Janeth Rodriguez and Arturo Montes De Oca, who are charged with kidnapping and murder, should call the FBI at 951-248-6533, or contact the nearest American Embassy or consulate.
