Grant, Special Agent-in-Charge of the FBI Chicago announced the reward yesterday to initiate a nationwide manhunt for this suspected murderer after he was charged in a criminal complaint filed this week in a U.S. District Court in Chicago with Unlawful Flight to Avoid Prosecution. Furthermore, based on the charge of First Degree Murder that is pending against him, this fugitive who speaks limited English and has been residing in the United States illegally since 2008, should be considered Armed and Dangerous. The 19-year-old Honduran, Ortiz, is wanted by the Chicago Police Department (CPD) for the April 9, 2009, murder of Maribel Alvarez, his 28-year-old girlfriend, who was a U.S. citizen and native of Chicago, Illinois. According to the complaint, Ortiz is alleged to have stabbed Alvarez to death in her apartment in Chicago, following a domestic dispute. The Honduran fled the scene before police arrived and has not been seen since. Initial investigation by the FBI and the CPD has led investigators to believe that Ortiz is still in the Chicago area attempting to raise money to return to Honduras. However, Orlin Ortiz has family members in Chicago, New York City and Los Angeles, so he may have already fled the windy city - let's hope not.
