January 21, 2008 WICHITA KS NEWS -- Does Kansas Parole Board err when releasing criminals without merit? On Oct 27, 2006, Michael E Phillip AKA "Lil Suicide" was released on parole from Hutchinson Correctional Facility, only to be declared an absconder by May 02, 2007. Phillips was serving time for several offenses, Possession of Opiates, Opium or Narcotic Drugs, when the Board released Phillips to Intensive Supervision Probation, even though Phillips had 56 reported prison infractions during the four years of his incarceration. Even more disturbing, Phillips last infraction while in prison occurred Aug 24, 2006, nine weeks before his parole review (See List Below)! One would wish to believe that an inmate with an incorrigible record such as Phillips, the Kansas Parole Board would have second thoughts before placing him on conditional release, effectively releasing him back into society. Unfortunately, this was not the case, Michael E Phillips is now charged with Murder In The First Degree, Three Counts of Aggravated Battery and Two Counts of Criminal Possession of a Firearm. In addition, what does this say for the future effectiveness of the Kansas Legislature's SB14 Risk Reduction Initiative?
In fiscal year 2008 the Kansas Legislature appropriated four million dollars to grant funding for local community corrections agencies through the SB14 Risk Reduction Initiative, a competitive grant process implemented by the Kansas Department of Corrections (KDOC). The Risk Reduction Initiative is to enhance efforts and reduce probation revocation rates by at least 20%. Kansas Community Corrections agencies operate Intensive Supervision Probation programs to all Kansas counties. The three specific goals of the SB14 Risk Reduction Initiative are to increase public safety, reduce the risk level of probationers on community corrections supervision, and increase the percentage of probationers successfully completing community corrections supervision. These agencies utilize evidence based practices and community supervision methods. Seven months have passed since Michael Eugene Phillips' conditional release, now Phillips is wanted by the Sedgwick County Sheriffs Office and the Wichita Police Department for his involvement in the brutal murder and robbery of Miguel Moya at 104 E. Eighth Street in Wichita, Kansas. Michael Eugene Phillips AKA "Shadow" or "Lil Suicide" is believed to have had an accomplice, Tiffany I Berry, who is has been captured. On November 19, 2007, several people were chilling at 104 E. Eighth Street home when Phillips knocked at the door of the house, and was invited inside. Soon after, Berry joined Phillips at the residence. Once together inside, the two are believed to have shot Moya several times in the chest during the robbery killing him.
Finally, in my opinion, Kansas citizens can expect to read more of these incidents of high risk felons mistakenly released from prison. Furthermore, judging from Michael E Phillips continued defiance of Kansas legal system, it is quite obvious that the Kansas Legislature and Kansas Parole Board have encouraged the continued release of incorrigible criminals back into society, therefore, leaving good citizens to suffer at the hand of criminals.
