Wanted by the Maricopa County Sheriff for FTA, Hit and RunSeptember 2, 2008 PHOENIX AZ NEWS -- A U.S. citizen who is also a Kuwaiti, Muneerah Ali Al-Tarrah is most wanted in Phoenix, Arizona for leaving the scene of a fatal accident, driving while impaired and DUI. Al-Tarrah fled the United States to Kuwait. She is believed to have later left Kuwait disappearing in Europe. On April 26, 2006, Muneerah Ali Al-Tarrah was convicted in an absentia, but could not be sentenced in an absentia (view Al-Tarrah's court transcript). Therefore, the Maricopa County District Attorney has been seeking her whereabouts since the conviction. Furthermore, if Al-Tarrah is still in Kuwait, she cannot be extradited because the country prohibits the deportation of its citizens. Muneerah Ali Al-Tarrah On September 14, 2005, Muneerah Ali Al-Tarrah, a graduate from Arizona State University, and Reem Ahmad Bishara, a student of the University, were traveling in separate vehicles in Mesa, when Al-Tarrah driving a Jeep Grand Cherokee struck and killed Todd DeGain. According to police the women were lost and trying to find a friend's home when Al-Tarrah hit DeGain near Alma School and Baseline roads. According to witnesses, Al-Tarrah stopped, and then accelerated away, immediately smashing into a nearby light pole. Al-Tarrah took off again with Bishara following who also hit something in pursuit. Todd DeGain was riding a motorized skateboard when he was believed to have been struck by Al-Tarrah's vehicle. Additionally, De Gain was riding illegally on the road, which has a posted speed limit of 45 mph. City code allows motorized scooters only to be driven on roads with speed limits of 30 mph or less. A short time later after the accident, Police stopped the two women with their damaged vehicles in a nearby neighborhood and connected them to the accident. Al-Tarrah told police she hit a pole near the intersection and drove off, but repeatedly denied hitting DeGain, even though the Jeep's windshield was crushed inward, and there was blood on the vehicle. crunk Both Al-Tarrah and Bishara had been drinking at the Loco Patron as well as the Acme Bar and Grill, an initial alcohol breath test showed Al-Tarrah registered higher than legal limit of 0.15 blood alcohol content. Police arrested Al-Tarrah on suspicion of felony leaving the scene of a fatal accident, failing to stay at fatal injury accident and extreme DUI. Likewise, Reem Ahmad Bishara was arrested on suspicion of leaving the scene of a fatal accident and failing to stay at a fatal injury scene, underage consumption and DUI. Both women were released on bond. Al-Tarrah left the country on January 9, 2006, and is now considered a female fugitive. Therefore, Muneerah Ali Al-Tarrah joins the most wanted hoes for stupidity. Al-Tarrah, faces a maximum sentence of up to 44 months in prison. Normally, the crime is usually punished by a sentence of probation, with or without jail time. Reem Ahmad Bishara , eventually was convicted and sentenced to probation for underage drinking in connection with the accident. Bishara's felony hit-and-run trial ended with a hung jury. Additionally, Bishara testified for the prosecution in Al-Tarrah's trial, but maintained she did not see Al-Tarrah hit DeGain. Muneerah Ali Al-Tarrah is described as:
