According to evidence and testimony collected by federal investigations, Rubin was involved in the destruction of an energy facility high-voltage tower near Bend, Oregon, on December 30, l999, and specifically, the arson and attempted arson of U.S. Bureau of Land Management's (BLM) Litchfield Wild Horse and Burro Corrals in Susanville, California.

In October 2001, Rebecca J. Rubin accompanied Darren Todd Thurston covertly into the United States across the U.S. - Canada border eluding customs and immigration inspections. Once inside Washington State, Rubin and Thurston used radio communications to meet with fellow conspirators, Joseph Mahmoud Dibee and Jennifer Kolar who transported Rubin and Thurston to Dibee's crib. While chill'in at Dibee's, the four conspirators met with Stanislas Meyerhoff to strategically plan to ignite firebombs at the U.S. BLM Litchfield Wild Horse and Burro Corrals in Susanville, California.

Furthermore, it is believed that around October 12, 2001, after assisting fellow criminals prepare and load Dibee's truck for the eco-terrorist raid on the wild horse facility. Rubin traveled with the others to a parking lot in Olympia, Washington where they picked up other members of The Family, before traveling to Eugene, Oregon, and then on to an area near Susanville, California.

On the night of October 14, 2001, the alleged eco-terrorists conducted a reconnaissance of the BLM Wild Horse Facility, and tested night vision equipment before reviewing plans for the attack on facility the following night.

After donning black clothing and gloves protect their identities and camouflage themselves during their criminal activity, Thurston and Rubin were dropped at a location near the corrals. Their mission was to cut the metal wire fencing surrounding the corrals and attempted to drive the horses out of the corrals. Meanwhile, other members set firebombs to the buildings within the facility. Once the firebombs were set, communications through two-way radio directed the eco-terrorists to meet at a predesignated pickup spot for their escape.

Only one of the firebombs ignited damaging some of the real and personal property on the Litchfield BLM Wild Horse and Burro Corral Facility. The Family eco-terrorist cell split into two groups, Rubin returned to Dibee's crib in Washington and later traveled back across the US-Canada Border with Thurston undetected to their homes in Vancouver, Canada.

After 2001, under pressure from federal investigations the group disbanded, and Overaker is believed to have fled the country. However, the Royal Canadian Mounted Police (RCMP), E Division Integrated National Security Enforcement Team (E INSET) has been aware of the allegations in the United States concerning Rebecca J. Rubin. Based on information received, RCMP's E INSET believes Rubin may have lived or visited the Nelson area, of British Columbia, Canada in the last eighteen months.

Currently there are no Canadian warrants for Rubin, but E INSET investigators would like to speak to her about her outstanding warrants in the United States. Furthermore, Rubin has been asked to come forward and identify herself to the police in Canada. Additionally, E INSET is also asking anyone who has information on the whereabouts of Rubin to contact their local RCMP detachment.
