In 2004, Francisco Serna-Garcia was charged with being part of a conspiracy that imported cocaine from Mexico. A member of the Garcia family of Houston, a successful corporation built from importing foods from Mexico, the family owned two restaurants, a meat market and a thoroughbred horse ranch, but Serna-Garcia wanted his own legacy, unfortunately in organized crime.
Francisco Serna-Garcia is believed to be responsible for a drug trafficking operation that smuggled large quantities of drugs through Texas to St. Louis, Missouri. He was arrested at the horse ranch, where federal agents seized a large quantity of Scooby Snaxs (Ecstasy) and a half-kilo cocaine. DEA agent, Christian Ebner testified in September 2004, that upon raiding the ranch they found along with the cocaine approximately 20,000 ecstasy pills. Agents found money-counting machines and the bookkeeping of drug trafficking operation. Additionally, they discovered on the grounds of the ranch, cars and auto batteries retrofitted with secret compartments for smuggling the illegal drugs. Most of the material evidence seized by DEA agents corroborated a rolled-over Texas drug defendant's story of transporting, more than 400 kilos of cocaine in hollowed-out car batteries for Serna-Garcia to St. Louis during a six-month period in 2002. The Defendant also claimed he received more than $5.5 million in cash from Jorge Trevino in St. Louis. The cash the Defendant believed was from drug sales, which he personally counted and transported back to Serna-Garcia in Texas.
In September 2005, Serna-Garcia pleaded guilty in federal court in St. Louis to drug conspiracy, admitting that he was responsible for shipping about 150 kilograms (330 pounds) of cocaine from Houston, Texas to St. Louis. Serna-Garcia further implicated a long list of other coconspirators, including Jorge Trevino.
Jorge Trevino, a former resident of Arnold, Missouri, who had already been fingered by the Texas drug defendant, was indited for allegedly importing the coca powder into St. Louis and then invested more than $700,000 in illegal narcotics proceeds into real estate in Jefferson County, Missouri.
According to Assistant U.S. Attorney Jim Delworth, Serna-Garcia's arrest unraveled one of the biggest cocaine trafficking operations ever uncovered in Houston. Thirty-three guilty pleas later, the dismantling of the narcotics operation was almost completed.
